AWS::ApplicationAutoScaling::ScalableTarget SuspendedState
SuspendedState is a property of the AWS::ApplicationAutoScaling::ScalableTarget resource that specifies whether the
      scaling activities for a scalable target are in a suspended state.

To declare this entity in your Amazon CloudFormation template, use the following syntax:
