Checks if Amazon ElastiCache clusters have auto minor version upgrades enabled. The rule is NON\_COMPLIANT for an ElastiCache cluster if it is using the Redis or Valkey engine and 'AutoMinorVersionUpgrade' is not set to 'true'.
