Permissions required to run the login nodes pool

In order to manage the login nodes pool the cluster administrator must have the following additional permissions:

              - autoscaling:DeleteLifecycleHook
              - autoscaling:Describe*
              - autoscaling:PutLifecycleHook

              - elasticloadbalancing:CreateTargetGroup
              - elasticloadbalancing:DeleteListener
              - elasticloadbalancing:DeleteLoadBalancer
