Starts an app block builder.
An app block builder can only be started when it's associated with an app block.
Starting an app block builder starts a new instance, which is equivalent to an elastic fleet instance with application builder assistance functionality.
This is an asynchronous operation using the standard naming convention for .NET 4.5 or higher. For .NET 3.5 the operation is implemented as a pair of methods using the standard naming convention of BeginStartAppBlockBuilder and EndStartAppBlockBuilder.
