Creates a new event bus within your account. This can be a custom event bus which you can use to receive events from your custom applications and services, or it can be a partner event bus which can be matched to a partner event source.
This is an asynchronous operation using the standard naming convention for .NET 4.5 or higher. For .NET 3.5 the operation is implemented as a pair of methods using the standard naming convention of BeginCreateEventBus and EndCreateEventBus.
